I have been experiencing this problem ever since I bought my Inspiron just over a year ago. This issue was driving me nuts! Only today did I determine the issue was related to the Windows Installer Service. The keyboard and mouse would freeze up for anywhere from 5 to 20 seconds then resume.

If I was typing at the time, a few of my keystrokes were buffered but many were just lost - completely screwing up the work I was doing. I contacted Dell support several times but they failed to help at all and suggested I obtain paid support for the issue. My one year warrantee expired last month. I just used a registry change to disable that service but am unsure if that won't give me other issues - time will tell!
